The achievements led by Professor Li Guoping from the School of Atmospheric Sciences were awarded the Outstanding Scientific and Technological Achievements in the Meteorological Industry since the 13th Five-Year Plan

According to the “Outline of High-quality Meteorological Development (2022-2035), “Guiding Opinions of the General Office of the State Council on Improving the Evaluation Mechanism for Scientific and Technological Achievements” and “China Meteorological Administration’s Interim Measures for the Evaluation of Meteorological Scientific and Technological Achievements” requires that the China Meteorological Administration has organized and carried out the evaluation of scientific and technological achievements in the meteorological industry since the “13th Five-Year Plan”. Approved by the China Meteorological Administration, the evaluation results of meteorological scientific and technological achievements since the “13th Five-Year Plan” have been formed. Among them, 94 achievements were rated as “excellent” and 137 were rated as “good”.


The achievement “Observational test, diagnostic analysis and forecasting technology research on the southwest vortex and the refined characteristics of heavy rain” led by Prof. Li Guoping of CUIT was rated as “excellent”, which is the only outstanding achievement of CUIT in this evaluation.

This achievement is aimed at the scientific and technological difficulties of southwest vortex rainstorm forecasting. Relying on the special support of public welfare industry (meteorological) scientific research, the research team composed of universities, research institutes and business units, under the leadership of Prof. Li Guoping, the academic and technical leader of Sichuan Province, has achieved breakthroughs in key technologies of southwest vortex and fine rainstorm forecasting through more than 7 years of “industry-university-research” collaboration. Intensive observation experiments were carried out in the main source area of the Southwest Vortex, and a multi-source observation data set of the Southwest Vortex represented by the intensified sounding was formed. A set of innovative and practical fine-diagnosis technology system of southwest vortex rainstorm is proposed. The mesoscale filtering method, high-resolution numerical simulation technology, new generation satellite and Doppler radar data application technology for southwest vortex rainstorm have been developed. For the first time, the Southwest Vortex Generation Index was proposed, and the climatic characteristics and anomalous flow patterns of the Southwest Vortex in the past 61 years were integrated and analyzed. Also, the southwest vortex dataset for the past 35 years is constructed based on the weather map data. The Southwest Vortex rainstorm forecasting conceptual model has been developed and improved, and the Southwest Vortex data sharing platform has been established, which has been promoted and applied as a whole in meteorological business, scientific research, training and other departments in central and western China, with significant social and economic benefits.
